The Warner Robins Air Force Sustainment Center (WR-AFSC) is hosting an Industry Day on 22-24 June 2022, to solicit feedback from industry regarding an initiative by the Enterprise Acquisition Branch (AFSC/PZIE-R) to acquire enterprise-wide essential engineering services. E3CP is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to various Educational Institutions and/or Nonprofit Research Centers, in support of Air Force Materiel Command (AFMC) essential engineering needs. Interested parties must have experience in at least one of the multiple technology areas identified, to be included in the awardee pool for this contract. Background
The Warner Robins Air Force Sustainment Center (WR-AFSC) is soliciting industry feedback for the Enterprise Essential Engineering Capability Program (E3CP), an Indefinite Delivery/Indefinite Quantity multiple award contract to educational institutions and nonprofit research centers supporting Air Force Materiel Command (AFMC) essential engineering needs across AFSC, AFLCMC, AFRL, AFTC, AFNWC, AFIMSC, Foreign Military Sales and other DoD agencies.

Work Details
Under this performance-based work statement, the contractor shall provide enterprise-wide essential engineering services and research to augment AFMC capabilities, including integrity program support (ASIP, AVIP, MECSIP), reliability centered maintenance support, MSG-3 support, data mining and trend analysis, structural and mechanical/electronic prototype design and development, reverse engineering, nondestructive inspection, supportability improvement, software development and cybersecurity support, technology insertion, development and sustainment of aircraft tools, reliability/maintainability support, industrial, aerospace, mechanical, electrical and human factors engineering support, test and evaluation, maintenance engineering, modeling, simulation and optimization, energy management, specialized studies, fleet management (AFIRMS), OSS&E, and other AFMC essential requirements.
Services will cover technology areas including fixed and rotary wing aircraft systems, support equipment, facility operational systems, information/communication systems, materials/manufacturing, armament/munitions, digital engineering transformation, C3I/network systems, depot maintenance, propulsion, automation/robotics, artificial intelligence/machine learning, modeling & simulation, sensors, directed energy, space systems, missile systems, test & evaluation, training systems, data science systems, cyber security/software systems, and other DoD systems.
Individual task orders will specify detailed requirements, performance thresholds, deliverables and CDRLs.

Period of Performance
The contract includes a five-year basic ordering period with an option for an additional five years, for up to ten years total. Individual task orders will define definite periods of performance within this timeframe and normal duty hours are Monday through Friday, 0800–1500 local time, with surge support as needed.

Place of Performance
Services will be performed at the contractor’s facilities and/or government facilities (e.g., Robins Air Force Base and other AFMC installations) as determined by each task order.

Bidder Requirements
Offerors must be educational institutions or nonprofit research centers with demonstrated experience in at least one of the identified technology areas.
Contractors must maintain a SECRET facility clearance and all personnel performing classified work must hold a SECRET security clearance documented via DD Form 254.
Offerors must implement a quality control program in accordance with CMMI Level 3. Individual task orders may impose additional personnel qualifications, security requirements, professional certifications or technical credentials.
