The U.S. Army Corps of Engineers is hosting an Industry Day/Pre-Proposal Conference on Wednesday, 18 October 2023. The conference will offer a venue to provide information for an upcoming contracting opportunity, as well an opportunity for a Site Visit. The Government is planning on issuing a construction solicitation for the Fort McCoy Collective Training Enlisted Barracks. The Project Description is provided under the Project Description section of this announcement.
This is not a Request for Proposal, an Invitation to Bid, or a Request for Quotation. Therefore, this event is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided to the Government in a response nor pay for administrative costs incurred attending the Industry Day event. No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.

Installation Access
Please bring a valid driver's license or valid photo ID for each person attending, vehicle registration and proof of insurance in the vehicle to gain access to the facility. Visitors without a valid Common Access Card (CAC) must initiate a request to obtain an installation access pass by completing the attached Fort McCoy Form (FMF) 451 - Fort McCoy Installation Access NCIIC-III Check Request and FMF452 - Fort McCoy Installation Access Pass Request and submitting them to Mr. Ken Green at kenneth.j.green@usace.army.mil NO LATER THAN Wednesday, 11 October 2023. PROJECT INFORMATION:
Collective Training Enlisted Barracks
Construct an Open Bay, Transient Training Enlisted Barracks. Barracks floorplan will be based on the standard design for an Operational Readiness Training Complex, however, will be adapted to match Fort McCoy's current, standardized barracks floorplan (approved by the Barracks Center of Standardization). The Fort McCoy standard design barracks incorporates the contingency for lockable, fully functional modular bays. Each modular bay will include open bay barracks area, showers, bathrooms, and laundry capabilities. These modular bays will maximize the number of usable beds within the facility and accommodate the fluctuating, nonstandardized numbers of transient Soldiers by providing male/female separation and unit integrity. The facility will be deactivated and/or taken off-line during the winter months when necessary. When Fort McCoy is not stood-up as a mobilization platform, its primary mission is to support the seasonally driven requirement(s) of transient training. Deactivation of barracks buildings during the winter months conserves energy and saves utility dollars. Project will include information systems, fire protection and alarm systems, video surveillance system installation, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained system. Comprehensive building and furnishings related interior design services are required. Accessibility for the disabled will be provided. Antiterrorism force protection and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
