Abstract: The Air Force (USAF) experiences thousands of bird strikes each year during flight operations in low-altitude environments. As a result, the USAF incurs millions of dollars in aircraft damage due to wildlife strike events. Further, bird strikes threaten combat capability of USAF aircraft and the safety of aircrews.

The objective of this effort is to provide the USAF with a streamlined acquisition solution for Bird Detection Radar (BDR) or Bird/Drone Detection Radar (B/DDR) units and support services. The purchase of radar units and services under this effort may occur as initial investments into detection radar technology; replacement of aging, inefficient BDRs or B/DDR; or support sustainment of current radars on USAF installations. The availability of funds within each Squadron, Wing, and/or Major Command (MAJCOM) will dictate the number of radar units acquired under the Statement of Work (SOW). The department-wide stand-up of BDR or B/DDR technologies involves over 59 USAF locations and within 140 Air National Guard units.

This acquisition is anticipated to be accomplished via a Basic Ordering Agreement (BOA) established by 377 Mission Support Group Services Contracting Branch (377 MSG/PKA) with the Air Force Safety Center (AFSEC) at Kirtland AFB. Individual contracts will be established by Ordering Activities associated with the Squadrons, Wings, and/or MAJCOM that require the BDR or B/DDR units. Each order established off the BOA is anticipated to include the BDR or B/DDR and basic associated services, such as site planning, delivery and installation, and a warranty. An additional option for an extended warranty/service plan will be added. Maintenance, data storage, and training are also required, in addition to travel to CONUS and OCONUS locations.

Industry Day Purpose Summary
The purpose of this Industry Day will be to provide industry more insight into the Government's Bird /Drone Detection Radar requirements by encouraging feedback on provided draft documents and allowing potential vendors the opportunity to ask questions in order to both better define this requirement and ensure it is understood. In addition, the Government seeks to better understand the competitive environment for this requirement.

A detailed agenda will be provided prior to the virtual Industry Day. All briefings and one-on-one discussions will be conducted at the unclassified level. Those who are interested in attending this event are requested to respond to this notice by e-mailing the government Contracting POCs your completed Registration Form and, if your company would like to participate in a one-on-one session with the Government POCs, its response to the Request for Information found in Attachment 2 of this Industry Day package no later than 15 December 2022. The Industry Day will be conducted virtually. The Government anticipates using WebEx but will provide a specific communication method no later than 5 January 2023 to vendors who submit a registration form by the registration deadline.

The Government briefings will take place on Monday, 9 January 2023. One-on-one meetings will take place on 9 January, depending on the number of interested vendors. Time slots for one-on-one opportunities will be limited to 15 minutes. No later than Thursday, 5 January 2022, the Government will send an email confirmation verifying successful receipt of registration along with one-on-one meeting confirmations and a final agenda.

Interested vendors should submit any questions in advance using the provided Questions Spreadsheet . A summary of all releasable questions and answers arising during the one-on-one meetings will be posted the following week. Important documents such as the Statement of Work, Model Basic Ordering Agreement, and Draft RFQ including Evaluation Criteria are attached to this announcement.

This Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This virtual Industry Day Notice does not commit the Government to contract for any supply or service, whatsoever. Furthermore, the Government is not, at this time, seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Day Notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts. All costs associated with responding to this Industry Day Notice will be solely at the responding party's expense.
