An informative presentation will be provided with detailed information for the upcoming solicitation for Ca o Martin Pe a Ecosystem Restoration Project Contract 3 Phase 1. The focus will be on scope of work, design information, construction considerations, acquisition timeline, and contracting requirements.
Capability Briefings
Potential solicitors will have an opportunity to provide Capability Briefings to USACE representatives. Capability Briefings will be limited to 30-minute slots. Reservations are required, and slots will be available on First Come, First Served basis. All time slots are only available for Prime Contractors. Capability Briefings will be provided in-person only.
INSTRUCTIONS TO PARTICIPANTS
Please send RSVP to Katrina Chapman, katrina.l.chapman@usace.army.mil, no later than (NLT) December 2, 2024 at 5:00 pm, AST.
To ensure RSVP is identified, email subject line should read as; RSVP CMP Ecosystem restoration Industry Day 12/04/2024.
In your email, please include the following information:
- firm's name
- name and title of those individuals participating
- contact number and e-mail address
- Specify type of business, Small Business Category (if any), UEI Information and if you would like to participate as a Prime or SubContractor.
- Specify if your company would like to provide Capability Briefings to the U.S. Army Corps of Engineers for Ca o Martin Pe a Ecosystem Restoration Project Contract 3 Phase 1, Puerto Rico (Note: a response will be provided to you with the reserved time slot and room number)
REQUEST FOR INFORMATION
Questions: The Government will address questions the day of and after the event. Attendees will be given the opportunity to submit written questions during the presentation; index cards will be provided. After the Industry Day, all questions must be submitted through ProjNet (See instructions below).
All questions and official/approved answers will be posted on the Sam.gov website.
INSTRUCTIONS FOR SUBMITTING QUESTIONS
Questions relating to this webinar and future projects are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org). To submit and review inquiry items, participants will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A participant who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team.
All timely questions and official/approved answers will be made available through ProjNet. Official/approved answers to all timely questions will also be posted on the Sam.gov website in the form of a report generated from ProjNet when all answers are finalized. We appreciate your questions and feedback by 5:00 pm, AST on December 6, 2023.

Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page:
1. Identify the Agency. This should be marked as USACE.
2. Email. Enter the email address you would like to use for communication.
3. Key. Enter the Bidder Inquiry Key listed above.
4. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form.
5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system.
6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.
Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page:
1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in.
2. Identify the Agency. This should be marked as USACE.
3. Email. Enter the email address you used to register previously in ProjNet.
4. Key. Enter the Bidder Inquiry Key listed above.
5. Click Continue. A page will then open asking you to enter the answer to your Secret Question.
6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system.
CONTRACT SCOPE
Ca o Martin Pe a Ecosystem Restoration Project Contract 3 Phase 1, Puerto Rico
The scope of work for the Contract 3 Phase 1 includes the site development of Ciudad Deportiva Roberto Clemente for Material Management Area; preparation of the aquatic disposal pits at San Jose Lagoon (SJL); dredging of 3,000 meters-long access channel across SJL; bridge fenders to protect the concrete piers of the Moscoso Bridge near the SJL access channel; dredging of 450 meters-long transition channel between main channel and SJL access channel; dredging of 900 meters-long main channel (30.48 meters wide x 3.05 meters deep) from the Barbosa bridge to San Jose Lagoon transition channel including steel sheet pile walls with concrete cap, and natural bottom; and construction of an approximately 61 meters-long riprap channel at the Barbosa Bridge to protect the foundation from scour.
NAICS CODE: 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45mil.
Current Order of Magnitude: Between $25,000,000.00 and $100,000,000.00
