Industry Day Announcement in support of Naval Air Warfare Center Aircraft Division (NAWCAD), Digital Analytics infrastructure and Technology Advancement (DAiTA) Group's Aircraft Prototype Systems Division (APSD) Contract Support Services (CSS).
THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING AND MAKING TRAVEL ARRANGEMENTS.
THE DRAFT REQUEST FOR PROPOSAL WILL BE PUBLISHED FY23 QTR4 (ANTICIPATED).
Program Background: The NAWCAD APSD, located in NAS Patuxent River, MD, has a requirement for CSS in support of Government organic aerospace engineering, manufacturing, and installation activities to conduct military and commercial aircraft systems development, integration of new technology, experimentation, capability demonstration, airworthiness certification, and maturation of prototype systems on aircraft.
Purpose: NAWCAD APSD, at Patuxent River, will host an in-person Industry Day for potential bidders. The intent of this Industry Day is to provide potential offerors insight into the APSD prototyping environment and requirements, which includes manufacturing, engineering, and installation activities.
The Government anticipates this being a two-day event and the only Industry Day prior to RFP release.
The APSD Industry Day briefing is scheduled for August 10, 2023, 0800-1100 EST, with a group facility tour to follow starting at 1230-1430 EST. All APSD facilities are located within NAS Patuxent River. The Brief will take place at the following location:

Attendees: Each company or joint venture is limited to five (5) attendees for the Brief and Facility Tour (Day 1) as well as the one-on-one discussions (Day 2).
Registration Instructions: Registration is required. Please complete, and then send the attached registration form labeled APSD Industry Day Registration Form to the primary, secondary, and alternate points of contact listed in this announcement on or before August 1, 2023 at 1200 EST. All fields are required to be completed. Additional Information is Optional.
Base Access: Base access is required for this event. If the attendee(s) does not have base access, please indicate this in the respective field on the registration form, complete the attached base access form labeled Base Access Form (SECNAV 5512/1), and then send to the primary, secondary, and alternate points of contact listed in this announcement by August 1, 2023 at 1200 EST. An APSD civilian will contact the attendee(s) to assist in access. The Government will not accept any changes to attendees that require base access after the registration deadline has passed.
Questions & Answers: The Government will provide two opportunities for participants to ask questions.
1. All Questions and Answers posed during the briefing and tour will be posted to SAM.Gov after the Industry Day event.
2. Participants are also offered a 20-minute one-on-one discussion with the Government. The discussion and questions that take place here will not be posted to SAM.Gov after the Industry Day event. Please specify in the APSD Industry Day Registration Form if a one on one meeting is requested. Each company will be contacted with their designated time slot.
Additional Instructions:
1. On the day of the APSD Industry Day event, all attendees will be required to sign in at the location to ensure that the Government has an accurate attendance record.
2. If the Company represented is not included on the registration list and/or the attendees name is not included as listed via the registration form, blank registration forms will be provided. Space is limited, therefore same day registration is limited to a first-come first-served basis and may not be attended by anyone requiring same day base access.

Work Details
The Prototyping, Instrumentation & Experimentation (PIE) Department’s Aircraft Prototype Systems Division (APSD) requires technical support for efforts described in the Statement of Work (SOW). The primary focus is to provide technical services and deliverables to meet prototyping requirements of the APSD infrastructure, engineering, technical shops and aircraft modification/installation teams. This includes manufacturing, airworthiness certification, rapid reaction and transition, experimentation, concept demonstration, research, spiral development, prototyping, and test and evaluation programs. The APSD requires a standing support team of project managers, analysts, engineers, technicians, artisans, and other incidental supporting roles to meet critical schedule and test milestones for the Naval Air Systems Command Program Executive Offices (PEOs). The Contractor support predominantly covers activities such as providing support to the APSD AS9100D Quality Management System; performing engineering and manufacturing research; providing technical support services to the APSD manufacturing shops for aircraft electrical and mechanical component manufacturing; performing project and financial management; providing facility and access control support; providing organizational operations and administrative support.
Place of Performance
The work will be performed at Government site NAS Patuxent River with approximately 80% of the work at this location and 20% at the Contractor's site.
