Notice Type: Sources Sought

Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine any potential sources.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325180 which has a corresponding Size standard of 1,000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any description of similar services offered to the Government and to commercial customers from the past.

2. Program Details:

The 75the Civil Engineering Squadron of the Air Force is issuing this sources sought announcement as part of a market research survey to determine if additional sources exist that could provide all labor, material, equipment, and transportation to deliver industrial water treatment boiler water system chemcals as shown in Table 1 of the attached Statement of Work (SOW).

3. Responses:

Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc.), a brief summary of the company's capabilities.

Responses greater than five (5) double-sided pages (including attachments) will not be considered. Late responses will not be accepted. This is strictly for sources sought and the Government will not entertain any questions at this time.

This notice shall not be construed as a request for quotes (RFQ) or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.

Responses to this Notice are due, by close of business, on or before 28 June 2024. All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities

Background
The 75th Civil Engineering Squadron of the Air Force is conducting a market research survey to determine if additional sources exist that could provide all labor, material, equipment, and transportation to deliver industrial water treatment boiler water system chemicals.

Work Details
The contractor shall provide all labor, material, equipment, and transportation to deliver industrial water treatment boiler water system chemicals in accordance with the Statement of Work (SOW). The contractor shall provide six water treatment products for boiler systems listed in table 1 at specified concentrations. The contractor must supply Material Safety Data Sheet (MSDS) for each water treatment product with each product shipment and certificates of analysis for each water treatment production upon receipt of each delivery.
The products shall be delivered only when ordered within five working days from the date of order. The contractor is required to comply with all applicable local, state, federal, and Air Force laws and regulations dealing with environmental and workplace management and protection.
