Background
The Industrial Hygiene Technical Support Service contract is issued by the National Guard Bureau (NGB) to enhance safety and occupational health programs across the Army National Guard (ARNG).
The goal of this contract is to provide specialized technical support in industrial hygiene (IH) and occupational health (OH) to ensure compliance with regulatory standards and improve program effectiveness.

Work Details
The contractor will perform various tasks including:
1. Conducting multi-phased CASDAP reviews to evaluate state-level OH and IH programs, verifying personnel presence, preparing assessment checklists, and reviewing documentation.
2. Providing recommendations for program improvement based on findings from assessments.
3. Completing detailed final reports within 10 business days after assessments for review by ARNG leadership.
4. Managing logistics for on-site assessments including travel arrangements and expense reporting.
5. Providing mentorship and training to state personnel in OH and IH programs.
6. Conducting industrial hygiene surveys, including personal air sampling and noise monitoring, and providing technical reports on findings.
7. Ensuring all contractor personnel maintain necessary security clearances and professional licensure as required.

Period of Performance
The contract will be performed over a specified period which includes phase-in/phase-out periods of 30 days, during which the contractor must have personnel on board to ensure continuity of services.

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA).
- Contractor's employees must possess a Secret security clearance from the Defense Industry Security Clearance Office.
- Key personnel must include a Certified Industrial Hygienist (CIH) with at least 20 years of experience, a college degree (Master’s preferred), and relevant professional licensure as a registered nurse for certain positions.
