COMFRC-Procurement Group has been tasked by the Fleet Readiness Center, Southeast (FRCSE) to procure support services for Industrial Engineering Support with a one-year period of performance. FRCSE Industrial Production Planning Division (IPPD) requires Industrial Engineering Services (IES) to support the government workforce in performance of tasks that require Industrial Engineering services and associated engineering technical services. The Contractor will apply industrial engineering principles to investigate, analyze, and evaluate process requirements that ensure FRCSE goals are met.

IES services shall be provided at FRCSE aboard Naval Air Station (NAS) Jacksonville, FL.

A draft SOW (attachment 1) is provided for your review and understanding of the scope of the effort.

It is requested that interested businesses submit a brief Capabilities Statement (no more than 10 pages in length, single-spaced, 12-point font minimum) demonstrating the ability to perform the services presented in the attached SOW. The Capabilities Statement must address, at a minimum, the following:

  1. The type of work your company previously performed in support of similar requirements (Industrial Engineering Support) to the draft SOW.
  2. Detailed company experience in managing work of similar size and scope to the draft SOW.
  3. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14 deviation 2019-O0003, the Offeror/Contractor agrees in performance of the contract in the case of a contract for Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' General and Administrative rate multiplied by the labor cost. Provide an explanation of your company's ability to perform at least 50% of the tasking described in the draft SOW and tasking below for a one (1) year base period with options for four (4) additional years.
  4. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue, number and geographic office locations, CAGE code, and a DUNs number.
  5. Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Brandon Fabricante, via email at gregory.b.fabricante2.civ@us.navy.mil in either Microsoft Word or Portable Document Format (PDF).

The deadline for capability statement submission is 2 pm, EST, 19 August 2024.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.

Background
The Fleet Readiness Center Southeast (FRCSE) has tasked the COMFRC-Procurement Group to procure support services for Industrial Engineering Support. The mission of FRCSE is to provide engineering and technical services to support the Navy's industrial production planning.

The goal of this contract is to ensure that the government workforce can effectively perform tasks requiring Industrial Engineering Services (IES) and associated engineering technical services, thereby meeting FRCSE's operational goals.

Work Details
The contractor will provide Industrial Engineering Services (IES) to support the government workforce in various tasks. Responsibilities include:

- Applying industrial engineering principles to investigate, analyze, and evaluate process requirements;
- Providing skilled/qualified subject matter experts accountable to the Technical Point of Contact (TPOC);
- Assigning tasks within one hour of receipt;
- Notifying the TPOC of any delays in meeting required dates;
- Tracking progress via the In-Service Support Workload Management System (ISS-WMS);
- Ensuring compliance with applicable Navy instructions and standards.

Services will be performed at FRCSE aboard Naval Air Station Jacksonville, FL, including remote sites at NS Mayport, Cecil Commerce Center, and FRCMA at NAS Oceana and NS Norfolk.

Period of Performance
The contract will be executed over a base period of one year with options for four additional years.

Place of Performance
The primary location for performance will be at FRCSE aboard Naval Air Station Jacksonville, FL, with additional work at remote sites including NS Mayport, Cecil Commerce Center in Jacksonville, FL, and FRCMA at NAS Oceana and NS Norfolk, VA.
