Description

Background
This solicitation is issued by the U.S. Army for a new Inductively Coupled Plasma - Optical Emission Spectrometry (ICP-OES) system, specifically designed to meet the needs of the agency in analyzing both aqueous and organic samples. The goal of this contract is to acquire a high-performance ICP-OES system that adheres to strict technical specifications and performance requirements, ensuring compliance with EPA detection limits and certified metal standards accuracy.

Work Details
The required instrument is a new, benchtop, dual-view ICP-OES system for simultaneous analysis of aqueous and organic samples. Key specifications include:

1. Spectrometer Requirements:
- Simultaneous reading ICP OES with solid-state detector.
- Bench top design only; floor mount not acceptable.
- Echelle polychromator, 253 mm focal length, single detector, single entrance slit.
- Resolution: less than 0.0065 nm @ 200 nm; less than 0.013 nm @ 327.4 nm.
- Purged + thermostated optical enclosure; purge 0.7 L/min with 3 L/min boost option (less than 189 nm).
- Vertical plasma; single piece torch with optional torches available.
- View equal to or greater than 96% emission spectrum from 167-785 nm.

2. ICP System Requirements:
- Must run aqueous + organic matrices including oil, MIBK, kerosene, hexanes.
- Monitors gas pressures/flows, water flows, air pressure, exhaust, plasma stability; auto shutdown on interlock breach.

3. Detector Requirements:
- Single solid state detector; simultaneous reading of all wavelengths.

4. RF Generator Requirements:
- Solid state generator, 750-1500 W with high power transfer efficiency.

5. Gas Flow Controls:
- All plasma gases must use mass flow controllers meeting specified flow ranges.

6. Sample Introduction System:
- Cassette style vertical torch; double pass glass cyclonic spray chamber + glass concentric nebulizer.

7. Software Requirements:
- 64-bit software; Windows 11 compatible with automated background correction capabilities.

8. Performance Requirements:
- Must meet all EPA ICP OES detection limits using specified sample introduction systems.

9. Additional Requirements:
- New instrument only; refurbished/demo units not acceptable with a one-year warranty.

Period of Performance
Preferred delivery time is within 30 days.
