RFI has closed, no more questions will be accepted.

But for clarification for all regarding a Staging Area. At the rear of the range there is a fenced-out area where hazmat can be stored a day or two prior to pick up. On both sides of the range there are big double doors that will allow for equipment or vehicles to be brought in. On the outside of those doors there are access points for loading and unloading. It allows for semi trailers to be driven through there if needed, so there is plenty of space for staging. There is no location for storage of equipment of venders if they are looking to store equipment between cleanings.

The purpose of this change is to post the Request for Information (RFI) Qs & As and photos of facilities.

This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written Solicitation (SF 1449) Number FA4664-23-Q-0003, Request for Proposal (RFP) is issued as an attachment to this notice.

The 452d Air Mobility Wing at March Air Reserve Base, California has a requirement Indoor Firing Range Hazardous Cleanup and Lead Abatement services.

This is a Request for Quote (RFQ) to perform cleaning services to the Combat Arms Training & Maintenance (CATM) firing range. See attached Performance Work Statement (PWS) for details. This requirement will be a Total Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 562910 (Remediation Services) with a small business size standard of $22,000,000.

The Combined Synopsis/Solicitation Number: FA4664-23-Q-0003.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08, Defense Federal Acquisition Regulations Supplement (DFARS) Change Notice (DPN) 20221028, and Air Force Acquisition Circular (AFAC) 2022-0101.

The contractor shall provide non-personal services to include all personnel provide all management, tools, supplies, equipment, and qualified personnel necessary to ensure hazardous waste and lead abatement services are performed at the March Air Reserve Base (March ARB), California indoor firing range (Building 1260), in a manner that will maintain satisfactory facility condition to perform firing operations. Sources of hazardous waste include weapons cleaning and firing range operation. All work must be performed in accordance with the PWS, which is also an attachment to this notice and shall become a part of the resulting contract). The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards, and must possess all required licenses to perform the services. This requirement is subject to the Service Contract Labor Standards and will include the appropriate Department of Labor Wage Determinations., contract award guidelines, contract clauses and wage determination.

This requirement is a Performance-Based, Firm Fixed-Price (FFP) Contract; the period of performance will be a one (1) base year, with three (3) sequential 12-month options; and if necessary, an additional six (6) months option may be exercised in accordance with FAR 52.217-8 Option to Extend Services, for a total contract period of fifty-four (54) months, to be awarded to the responsible offeror whose proposal conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures, utilizing the Lowest-Price Technically-Acceptable (LPTA) source selection process. The following factors shall be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical Acceptability shall be evaluated on a technically acceptable or not technically acceptable basis. Price evaluation shall be based on the lowest reasonable, balanced, and overall total evaluated price (TEP). Evaluation of proposal may be made without discussions with the offeror(s). Additional and specific instructions in preparing the proposal and evaluation basis for award are provided in the attached written solicitation package (SF-1449).

To be eligible for a contract award on this requirement, the prospective vendors must be actively registered with the System for Award Management (SAM) at www.sam.gov. The offeror is responsible to download any amendments and other documents from the SAM.gov website without further notice from the 452d Mission Support Group Contracting Office (452 MSG/PK).

The Offeror or subcontractor must be a licensed contractor who can provide all requirements for this service.

Quotes are due on Friday, January 27 at 4:00 p.m. PST

Request for Information (RFI) must be in writing and submitted to Ms. Barbara E. Morris Contract Specialist/Officer by email (listed below), but no later than 3:00PM PST on Wednesday, 25 January 2023. No more RFIs may be accepted after this deadline time/date.

Deadline for Submission of Proposals. Proposals must be submitted to Ms. Barbara E. Morris Contract Specialist/Officer, at the email addresses (452msg.pk.orgbox@us.af.mil or Barbara.Morris.3@us.af.mil, no later than the deadline receipt of proposals as established in block 8 of the solicitation. Submit written proposals; oral proposals will not be accepted. Hand carried or common carrier delivered proposal must arrive at the March ARB Contracting Office located at 1261 Graeber Street, Bldg. 2313, Room 118, March ARB, CA 92518 no later than the deadline for receipt of proposals as established in block 8 of the solicitation. The package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number, and the name and address of the offeror.
