Indoor Firing Range Facility Use- Port of Buffalo, NY

Background
The U.S. Customs and Border Protection (CBP), Buffalo Field Office (BFO), Port of Buffalo, New York, is seeking an indoor facility for firearms qualifications and other law enforcement training in a guarded environment away from public view. The facility will have the capacity to accommodate nearly seven hundred (700) CBP Port of Buffalo, CBP Officers. The initial minimum requirements include a guarded indoor firing range facility with a 25-yard shooting area, equipment cleaning room, control booth, administrative area, secure storage area, private classroom to fit approximately 12 students, ample parking spaces, day and afternoon shift availability and access, sufficient heating and cooling of the facility, and restroom facilities.

Work Details
The scope of work includes procuring an indoor firing range for required firearms training and providing a facility for related law enforcement training. The vendor is required to provide a firing range and training facility that meets or exceeds all applicable federal, state, and local requirements including health, safety, and environmental regulations. The firing range shall be located within a 25-mile radius of 726 Exchange Street, Suite 400, Buffalo, New York 14210. CBP will use the facility for twelve to seventeen eight-hour days per month during mutually agreeable dates and times determined one month in advance.

The estimated core hours are 0800 – 1600. Additionally, CBP will use only non-leaded frangible ammunition and any lead abatement issues are the responsibility of the vendor.

Period of Performance
The intended period of performance (PoP) for the purchase order shall be a 12-month base period with four one-year option periods exercisable at the discretion of the government. The base period is from June 1, 2023 through May 31, 2024.

Place of Performance
The firing range shall be located within a 25-mile radius of 726 Exchange Street, Suite 400, Buffalo, New York 14210.
