Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote; quotes are being requested and a written solicitation will not be issued.

1) The Indiana Army National Guard is soliciting W912L9-25-Q-9011 as an RFQ.

2) This Firm Fixed Price (FFP) procurement is a 100% Small Business set-aside in accordance with (IAW) the Federal Acquisition Regulation (FAR) Part 19.502-2 (b).

3) CLIN 0001 - Marketing Program Support

4) A detailed description of the requirement can be located in the attached Performance Work Statement.

5) Submission Requirements: A detailed description of work to be performed along with pricing information. Please read the PWS and accompanying attachment, titled, Evaluation of Commercial Items, carefully. There are no formating requirements.

6) Questions will be accepted until Thursday August 27th* at 4pm Est.

7) Quotes shall include the following:

8) The Government will award a contract resulting from this RFQ to the responsible offeror, whose offer, conforming to the RFQ, will represent the BEST VALUE to the Government.

Background
The Indiana Army National Guard (INARNG) is seeking to enhance its recruitment and retention efforts through a comprehensive marketing program. The goal of this contract is to provide marketing support that aligns with INARNG's mission to attract prospective recruits and improve public understanding of the National Guard's dual mission. The contractor will be responsible for developing and executing a marketing strategy tailored to the needs of the INARNG, focusing on non-prior service individuals aged 17-34.

Work Details
The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and quality control to perform the INARNG Marketing Program as defined in the Performance Work Statement (PWS). Key tasks include:

1. **Program Management**: Assign a Program Manager to oversee lead management system development, marketing campaign execution, and training.

2. **Campaign Management**: Manage the marketing program, coordinate initiatives, and provide monthly reports on campaign effectiveness.

3. **Training and Consulting**: Offer training sessions for ARNG staff and ongoing guidance on best practices.

4. **Market Research**: Conduct GIS analytic studies to support recruiting needs, including market share analysis and demographic studies.

6. **Recruiting Location Management**: Optimize online presence for recruiting locations by updating listings across various platforms.

9. **Digital Business Cards & QR Codes**: Provide digital business cards and QR codes for marketing purposes.

Period of Performance
The contract will have a base period from September 26, 2025, to September 25, 2026.

Place of Performance
Services will be performed offsite with telework authorized during regular business hours (Monday through Friday from 0730-1630), excluding recognized US holidays.
