Description

Indian Health Service - National Patient Information Reporting System (NPIRS)
The Indian Health Service (IHS), Division of Acquisition Policy (DAP) is issuing this competitive RFQ for the purpose of entering into one Fixed Priced contract with a 3 month Base Period and four - 12 month Option Periods. This requirement is for the IHS Headquarters (HQ) Office of Information Technology (OIT) for the Division of Information Technology Operations (DITO).

The Indian Health Service requires a non-personal services contract to provide the methodologies, processes and architectures that support the transformation of raw data into meaningful and useful information in the Indian Health Services (IHS) Business Intelligence (BI) environment. Services will include the full lifecycle development of executive dashboards, ad-hoc reports and predictive analytic solutions as well as maintaining the National Data Warehouse (NDW) and creating/maintaining various program/functional reporting data marts. The National Patient Information Reporting System (NPIRS) consists of a database of healthcare information gathered from all the associated direct Indian Health Service (IHS), Tribal, and Urban healthcare sites and regional administrative offices of the Indian health system. These include over 500 healthcare sites and 12 regional offices in 39 states. The data in the NDW comes from government and commercial healthcare information systems that are largely transaction-based, utilized at the local level to support the provision of patient care, as well as from other specified sources (e.g. IHS Fiscal Intermediary, Social Security Administration). The data includes demographic data; third-party eligibility information; patient-based clinical data (e.g., health factors); and encounter-based clinical data (e.g., purpose of visit, procedures, medications, laboratory test results, radiological results). Historical records of change are also maintained to support historical reporting as required.
Interested Offerors may participate by submitting your response in accordance with the following instructions:

1. *This RFP is a Small Business (FAR 52.219-8) set-aside under the Buy Indian Act.

a) Offerors must complete the attached self-certify form (Attachment #2-Indian Health Service/Buy Indian Act/Indian Firm Representation Form) that they qualify as an "Indian Firm" (HHSAR 326.602) with "Indian Ownership" (HHSAR 326.603) under the authority of the Buy Indian Act (25 U.S.C. 47). This information is required in order for the Offeror to obtain a benefit in accordance with this Act. It is the responsibility of the Offeror to examine their own financial statements to determine whether they meet the requirements for qualifying as an Indian Firm. The self-certification approach is consistent with the Federal Acquisition Regulation's (FAR) approach for challenges to Small-Business set-asides. Any false or misleading information submitted by an Indian Tribe when submitting an offer in consideration for an award as a Small Business set aside under the Buy Indian Act is a violation of the law punishable under 18 U.S.C. 1001. False claims submitted as part of contract performance are subject to the penalties enumerated in 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287.

b) Offerors must be registered under SAM (System for Award Management - www.sam.gov) in order to be considered for award. Provide your nine-digit DUNS Number (data universal numbering system), which uniquely identifies your individual business in SAM.

2. Refer to Section L "Instructions, Conditions, and Notice to Offerors" for solicitation instructions.

3. Refer to Section M "Evaluation Factors for Award" for evaluation information.

4. An award will be made on a best value basis; both price and other factors considered. An award will be made only in the event that the Offeror's proposal is found to be technically acceptable and is determined responsive and responsible in accordance with the terms and conditions of this solicitation.
5. The Indian Health Service (IHS) Division of Acquisition Policy (DAP) will evaluate proposals on the basis of information furnished by the Offeror. The IHS DAP is not responsible for locating or obtaining any information not identified in the proposal.

The proposal must be signed by an official authorized to bind your organization. The proposal must be submitted no later than Thursday, April 12, 2018 at 12:00 pm (EST) via e-mail to kenneth.truesdale@ihs.gov and vito.pietanza@ihs.gov.
