Description

The Government intends to solicit from a single source for TFA3 security services. See
approved J&A.

Background
The Defense Microelectronics Activity (DMEA) intends to solicit from a single source for Trusted Foundry Access III (TFA3) security services. The purpose of this action is to renew the Trusted Foundry Access (TFA) program as a sole source component to IBM Global Services for the period of performance extending to the fiscal year 2033. The TFA program aims to push the technological limits of integrated circuit manufacturing technology towards smaller nodes and reduction of general costs, funded through individual orders by Department of Energy/National Nuclear Security Administration (NNSA), Department of Defense (DoD), and other Government agencies.

Work Details
The contract involves providing security services, manufacturing services, program management, surveillance engineering, protection, and IT licenses for ASIC wafers. It also includes the fabrication of leading-edge Integrated Circuits (ASICs) critical to NNSA, DoD, and other government users. The contract is a ten-year Indefinite Delivery, Indefinite Quantity (IDIQ) with a minimum value of $500 million and a ceiling value of $576 million. It is justified as a sole source due to IBM-GBS's specialized skills in ASIC design and security systems for the Trusted Foundry program over the past twelve years.
