Description

This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing Emergent Maintenance (EM), Continuous Maintenance (CM), and short-term Chief of Naval Operations (CNO) scheduled availabilities as part of the U.S. Navy's Surface Ship Maintenance, Repair and Modernization requirements at Southwest Regional Maintenance Center (SWRMC). The Naval Sea Systems Command is especially interested in determining small business capability and interest.

The Government is seeking responses from sources that can perform maintenance, repair, modernization of non-nuclear surface ships (including ESB, FFG, LCC, LCS, LHD, LHA, LPD, LSD, CG, DDG, MCM, and PC) in the San Diego homeport area. Work would be performed under delivery orders anticipated to be competed among awardees over a five-year period. The Government anticipates there will be four categories of IDIQ-MACs: MAC A, where all holders can complete all requirements, inclusive of dry-docking availabilities; MAC B, where all holders can complete CNO Availabilities less than 225 days, CMAVs, and EMAVs; MAC C1, where holders can complete work associated with CMAVs and EMAVs; and MAC C2, where holders can complete work associated with CMAVs and EMAVs on non-critical systems and CMAVs less than 90 days. MAC C1 and MAC C2 will be a Small Business Set-Aside (SBSA). The results of this Sources Sought will also be utilized to determine overall interest/capability and whether any Small Business set-aside opportunities exist.

The Government has provided a summary of the work anticipated to be completed under an enclosure to this sources sought document (see Enclosure (1)).

SUBMISSION INSTRUCTIONS:

I. Companies interested in submitting a proposal for either or both IDIQ-MACs should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Please email your letter of interest to the Contracting Officer at paul.k.kang.civ@us.navy.mil and the Contract Specialist, RaeChaun Edwards, at raechaun.a.edwards.mil@us.navy.mil with SWRMC IDIQ-MAC Sources Sought Response in the subject field. Make sure you hand or digitally sign your letter of interest.   1. The Name, CAGE, and UEI number of company that intends to submit the proposal,
  2. Indicate an interest in submitting a proposal for the IDIQ-MAC solicitation. Please indicate the specific Category(s) your company is interested in pursuing.

II. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements of the four categories of the IDIQ MACs and answers to the following specific questions. Please limit your response to no more than five (5) pages.

  1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,300 or less employees)?
  2. How many employees does your company have?
  3. Does your company have a website? If so, what is your company's website address?
  4. Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance.
  5. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors) in the San Diego homeport area? In addition to the previous question, please answer the following sub-questions:

a. Does your company have a NAVSEA Master Ship Repair Agreement (MSRA)?

b. Does your company have a plan on obtaining a NAVSEA Master Ship Repair Agreement (MSRA) per CNRMCINST 4280.1B (Enclosure 2) dated 30 May 2025?

c. Is your company currently an IDIQ-MAC holder in the San Diego, CA homeport area? If yes, please provide the title(s) and contract number(s).

d. Is your company currently an IDIQ-MAC holder in any other US Navy Homeport? If yes, please provide the title(s) and contract number(s).

e. Which of the categories listed in Enclosure (1) does your company intend to submit a proposal for? Please provide a description of how your company meets or plans to meet the criteria and capabilities in the category.

No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.

The solicitation will be issued electronically via the System for Award Management website, beta.sam.gov, and interested parties must comply with the terms of the announcements. Interested offerors should monitor the SAM page for the release of the solicitation, and any applicable amendments.

Offerors must be registered in SAM in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. SAM is the single point of entry for posting of the synopsis and solicitations to the internet.

Information provided shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the Announcement. This sources sought announcement is released in accordance with FAR 15.201. This sources sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information from the market place. Information provided in response to this sources sought announcement will not be considered an Offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Please note that this sources sought is for informational purposes and to identify potential sources. This notice does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government of any kind.

The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided.
