Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) for Architect-Engineer (A-E) Services for Regional Geotechnical Support, United States Army Corps of Engineers (USACE), Northwestern Division (NWD)

Background
The United States Army Corps of Engineers (USACE), Northwestern Division (NWD) is seeking Architect-Engineer (A-E) Services for Regional Geotechnical Support for its Portland, Seattle, and Walla Walla Districts. The goal of this contract is to provide engineering services under a Multiple Award Task Order Contract (MATOC) framework, with an anticipated total capacity of $20 million over a five-year base period. This procurement is open to all businesses regardless of size and aims to award approximately five contracts, including both unrestricted and small business awards.

Work Details
The scope of work may include up to ten projects that illustrate the qualifications of the proposed team for contract award. All projects must have been completed within five years prior to the solicitation announcement. A completed project is defined as one where the firm has delivered a final output. At least six projects must demonstrate that the Offeror performed more than 50% of the work. If more than six projects are submitted, only the first ten will be evaluated. Joint Ventures must provide similar documentation but can include partner projects if they cannot meet the six-project requirement independently. Evaluation criteria will focus on experience and competence based on SF330 submissions, with specific attention to professional qualifications and relevant project experience.

Period of Performance
The contract will be performed over a five-year base period.

Place of Performance
Services will be provided in the geographic areas covered by the Portland District (NWP), Seattle District (NWS), and Walla Walla District (NWW) of USACE.
