Background
The solicitation is for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) for Mechanical projects primarily in the NAVFAC Washington Area of Responsibility (AOR) or any other location by agreement of Contractor and Government. The contract will encompass a wide range of DB/DBB projects that include new construction, demolition, repair, alteration, and renovation of HVAC equipment, systems, and infrastructure. The completion date for the IDIQ contracts is eight years from the date of contract award with a two-year base period and two three-year option periods, not to exceed 96 months. The total 8-year estimated construction cost for all contracts is not to exceed $249,000,000 for the life of the contract.

Work Details
The construction projects to be performed under this MACC will require the ability to manage multiple task orders concurrently across the NAVFAC Washington AOR. Types of facilities may include administrative, industrial, maintenance, warehouses, communications, personnel support, recreation, lodging, medical, training, ranges, hangars, etc.

The solicitation requires the evaluation of price and non-cost/price factors including Technical Approach, Corporate Experience, Management Approach, Safety, and Past Performance. The technical factors are of equal importance to each other and when combined are equal in importance to the past performance evaluation/performance confidence assessment factor. Design-Build/Design-bid-build (DB/DBB) projects may be contemplated under this MACC.

Period of Performance
The period of performance for the contract is eight years from the date of contract award with a two-year base period and two three-year option periods.

Place of Performance
Construction projects will primarily be performed in the NAVFAC Washington Area of Responsibility (AOR), but may also be performed at any other location by agreement of Contractor and Government.
