Indefinite Delivery Indefinite Quantity (IDIQ) Design Build (DB) / Design-Bid-Build (DBB) Multiple Award Construction Contract (MACC) for Public Work Department (PWD) Singapore

Note: the response date and time is 21 December 2021 at 1430 Japan Standard Time.

This acquisition is for Indefinite Delivery Indefinite Quantity (IDIQ) Design Build (DB) / Design-Bid-Build (DBB) Multiple Award Construction Contract (MACC) for Public Work Department (PWD) Singapore, with an eight-year maximum ordering period consisting of one three (3) year initial base ordering period and one five (5) year option ordering period. The primary project location will be PWD Singapore, Singapore Area Coordinator (SAC) and other locations within the Singapore operational area. However, as needed, various other locations within the NAVFAC Far East Area of Responsibility (AOR) may place orders against this MACC.

The work to be acquired under this MACC are general building type projects and may be either DB or DBB. The proposed scope of work will be specified in each task order and may include, but is not limited to, design-build or design-bid-build projects for office, industrial and residential renovation, new construction, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, heating, ventilation and air-conditioning (HVAC) work, fire protection work, carpentry work, road pavement, fencing, roofing, painting, site work, concrete work, masonry, welding, other architectural finishing work, other civil engineering work, environmental work, and incidental sampling and testing for and removal and disposal of lead based paint and asbestos containing material.

The Not-to-Exceed (NTE) amount for all the MACC contract awards combined is $100,000,000; it is not the maximum value of each individual MACC contract. The NTE capacity for the contract will be tracked using the U.S. dollar obligated amount of Task Orders and modifications at the time of execution.

Task orders will range between $10,000 USD to $5,000,000 USD but may be other amounts by mutual agreement of the Government and Contractor.

Minimum guarantee is $10,000 SGD each per contract. A Task Order for the minimum guarantee will be issued concurrently with the award of the basic contract for the Offerors awarded a MACC, but not awarded the seed project.

There is one (1) seed project for this solicitation, which may be awarded at the time of award of the MACC contracts:

Title: Convert Building 74-4, 75-4 & RSB-2 Into a Hazmat Facility, Singapore, Work Order Number (WON) 1612872.

Per FAR 36.204, the magnitude of the seed project is between $1,000,000 USD and $5,000,000 USD.
