8/15/2025 Clarification:

To clarify cylinder requirement for all NSNs; The cylinder being required is standard commercial cylinders that are referred to as a 4BA 4BW-400 with Water Capacities of 42 lbs., 122 lbs., and 1000 lbs., and the sizes should be:

8/8/2025 Clarification:
1. Offering unit prices for all three options (Reclaimed, Virgin w/DoD Allowance, Virgin w/Contractor Allowance) is not required, but to have those prices considered they need to be provided with the proposal by the closing date. An offeror may propose only one option for one gas and multiple for others, there is no requirement to do the same for all.

2. If an offeror providing pricing for reclaimed products receives the contract, and at some point during the contract term exhausts all available reclaim material, will be able to fulfill all remaining requirements with either Virgin with DOD allowances and/or Virgin with Contractor allowances . To caveat, this is ONLY allowed if the revised price is lower than the original price. These are all competitive items, therefore increasing unit prices (above the contracted price per year) during the contract period would not be acceptable.

The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gases for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gases are available. Projected need extends beyond the year 2060. To that end, the Defense Logistics Agency (DLA) will initiate a long-term contract supporting eleven (11) mission critical HFC compressed gases. These items will be placed in static storage at DLA, Richmond VA where they will be issued to military customers as needed.
