Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Multi-Discipline Architect-Engineer (AE) Services Primarily Located in the Marine Corps AOR   2

Background
The NAVFAC Mid-Atlantic (MIDLANT) is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Multi-Discipline Architect-Engineer (AE) Services primarily located in the Marine Corps Area of Responsibility (AOR).

The goal of this contract is to provide comprehensive engineering services required for construction work at various Marine Corps facilities, including MCAS Cherry Point, MCB Camp Lejeune, MCAS Beaufort, MCRD Parris Island, and MCAS New River. The total fee for the contract term shall not exceed $249,000,000 with a guaranteed minimum of $5,000.

Work Details
The contractor will provide a range of services including: developing Design-Bid-Build packages; developing Design-Build Request for Proposal (RFP) packages; conducting Life Safety Code Studies; performing interior space planning/design studies; executing engineering site investigations and preliminary design.

Facility planning services will involve preparing Form DD1391 to develop project requirements and scope, conducting engineering evaluations, cost estimating, and analyzing proposed project sites. Comprehensive A-E services are required for planning, design, and construction support for new construction, renovations, repairs, replacements, demolition, alteration, and improvements of military facilities. Specific tasks may include:

1. Planning Services such as project programming document development (DD 1391), facility analysis including condition assessments and energy utilization studies;
2. Design Services including development of design-build RFP packages and comprehensive design-bid-build packages;
3. Construction Services including contractor submittal reviews and field consultations. All services must comply with current Navy & Marine Corps Design Procedures.

Place of Performance
The work will primarily be performed at NAVFAC Mid-Atlantic Marine Corps AOR locations including MCAS Cherry Point, MCB Camp Lejeune, MCAS Beaufort, MCRD Parris Island, and MCAS New River.
