Indefinite Delivery Indefinite Quantity Contract for Architect-Engineer Services for Various Civil Projects and Other Projects Under the Cognizance of Naval Facilities Engineering Systems Command, Pacific

Background
The Naval Facilities Engineering Systems Command, Pacific is issuing this solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services related to various civil projects. The goal of this contract is to procure engineering services that may also extend to work worldwide. The total fee for the contract term shall not exceed $200,000,000, with a minimum guarantee of $10,000. This procurement is being solicited on an unrestricted basis.

Work Details
The contractor will provide design and engineering services for civil projects which include: execution and delivery of site development and planning; Military Construction project documentation (DD Form 1391); Functional Analysis and Concept Development (FACD)/Design Charrettes; Design-Build Request for Proposal (RFP) documents; Design-Bid-Build Design documents; technical surveys and reports such as concept studies, site engineering investigations, pavement condition surveys, topographical surveys, geotechnical investigations, hazardous material surveys, munitions of explosive concern surveys, hydrographic surveys; Cost and Schedule Risk Analysis (CSRA); construction cost estimates; Collateral Equipment Buy Packages; Comprehensive Interior Design including Structural Interior Design and Furniture, Fixtures, and Equipment; Post Construction Award Services (PCAS) which includes technical consultation during construction such as review of construction submittals, response to Requests for Information, site visits, operations and maintenance support information, record drawings. The contractor must also identify any asbestos or hazardous materials present and provide recommendations for their disposal according to applicable regulations. Other projects may involve extensive utility and supporting infrastructure work.

Period of Performance
The contract will have a base period of one year with four one-year option periods if exercised. The estimated start date is July 2026.

Place of Performance
Work will primarily be performed under the cognizance of the Naval Facilities Engineering Systems Command in the Pacific region but may also include locations worldwide.
