Description

Background
This solicitation is for an indefinite delivery/indefinite quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for architectural projects within the State of Hawaii, but may also include work worldwide. The services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by Subpart 36.6. The total fee for the entire contract term shall not exceed $20,000,000.00. The guaranteed minimum for the contract term (including option years) is $10,000.00. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year.

Work Details
The type of architectural design and engineering services expected to be performed under this contract include, but are not limited to, the execution and delivery of Functional Analysis and Concept Development (FACD) workshops/Concept Design Workshops (CDW)/Design Charrettes; Military Construction (MILCON) project documentation (DD Form 1391); Design-Build (D-B) Request for Proposal (RFP) construction documents; Design-Bid-Build (DBB) RFP or Final Design construction documents; engineering investigations/studies; cost estimates; and Post Construction Award Services (PCAS). Architectural projects consist primarily of, but are not limited to, the repair/renovation of base development facility projects for various types of facilities such as bachelor quarters, fire stations, fitness centers, dining facilities, auditorium/theaters, exchange/retail stores, child development centers, headquarters buildings, administration/training facilities, laboratories, aircraft hangars, distribution warehouses, and armories. Supporting facilities may include utility connections.

Period of Performance
The IDIQ contract will be for a base period of one (1) year and four (4) one-year option periods (if exercised). Estimated start date is September 2022.

Place of Performance
The construction projects will primarily be performed within the State of Hawaii.
