Background
The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for Military Construction (MILCON) utility projects within the State of Hawaii, but may also include work worldwide. The contract will be limited to a term of five (5) years with a total fee not to exceed $249,000,000.00.

Work Details
The types of design and engineering services for utility projects expected to be performed under this contract include MILCON project documentation, Functional Analysis and Concept Development workshops, Design-Build and Design-Bid-Build Request for Proposal construction documents, engineering studies and reports, Comprehensive Interior Design, Collateral Equipment Buy Packages, and Post Construction Award Services.

The selection criteria for evaluating firms include Specialized Experience, Professional Qualifications, Past Performance, Quality Control Program, Program Management and Capacity, Firm Location, Sustainable Design, Commitment to Small Business, and Volume of Work.

Period of Performance
The IDIQ contract will have a term of five (5) years with an estimated start date in February 2025.

Place of Performance
The contract will be performed within the State of Hawaii but may also include work worldwide.
