Background
The solicitation is for an indefinite delivery/indefinite quantity contract for architect-engineer services for civil engineering projects at various locations under the cognizance of Naval Facilities Engineering System Command, Hawaii.

Work Details
The contractor is required to submit individual subcontract reports (ISR) and summary subcontract reports (SSR) using the Electronic Subcontracting Reporting System (eSRS) at specific reporting periods. The contractor must also maintain records to document compliance with the subcontracting plan, including source lists, organizations contacted, records on all subcontract solicitations over $150,000, and written designations from ANCs or Indian Tribes.
Additionally, the contractor must make a good faith effort to acquire articles, equipment, supplies, services, or materials from small business concerns and provide a written explanation if they fail to do so.
The contractor is also prohibited from prohibiting a subcontractor from discussing with the government any material matter pertaining to payment or utilization of a subcontractor.
