Indefinite Delivery/Indefinite Quantity Contract for Architect-Engineer Services for Geotechnical Engineering Services at Various Activities Located Within the Naval Facilities Engineering Systems Command Atlantic (NAVFAC Atlantic) Area of Responsibility

Background
The contract is issued by the Naval Facilities Engineering Systems Command Atlantic (NAVFAC Atlantic), which is responsible for providing engineering services to support the Navy's mission. The goal of this contract is to procure multi-discipline Architect-Engineer (AE) services specifically for geotechnical engineering across various activities within NAVFAC Atlantic's area of responsibility, which includes the Mid-Atlantic region and extends worldwide.

Work Details
The contractor will provide a range of geotechnical engineering services, including but not limited to:

1. Conducting subsurface investigations and geotechnical site characterization studies, which involve sampling, testing, and analysis of soil, rock, groundwater, and other materials using appropriate field methods and laboratory testing. This includes geophysical services and UXO/MEC services as required.

2. Mobilizing personnel to field investigation sites, arranging necessary security clearances for access, marking utilities, and providing GPS coordinates for testing locations.

3. Supplying qualified soils and environmental personnel at field and laboratory locations to oversee subsurface investigations and testing.

4. Performing geotechnical laboratory testing to classify soil properties and estimate engineering characteristics; laboratories must be accredited by recognized authorities.

5. Offering engineering consultation and inspection services, including preparing geotechnical data reports and interpreting subsurface data to create comprehensive geotechnical engineering reports that comply with building codes and FC/UFC requirements.

Period of Performance
The contract will have a base period of one year with four optional one-year extensions available if exercised.

Place of Performance
The primary work will be conducted in the Mid-Atlantic region (Virginia, North Carolina, Maryland, District of Columbia, Maine) as well as throughout NAVFAC Atlantic's entire area of responsibility including the Continental United States, Caribbean, Africa, Europe, and potentially any Department of War activity worldwide.
