INDEFINITE-DELIVERY INDEFINITE-QUANTITY CONSTRUCTION, FEDERAL LAW ENFORCEMENT TRAINING CENTERS (FLETC), GLYNCO, GA, CAMPUS

The Contractor shall furnish, for the basic contract and each individual task order issued thereunder, all labor, transportation, materials, equipment, supervision, and quality control, necessary to perform the required construction, maintenance, and alterations. The contract duration will be a base period of 12 months from the date of award with four 12 months' option periods with an option for a 6-month extension of services in accordance with FAR 52.217-8 to be exercised at the Government's discretion.

This action shall satisfy the guaranteed minimum of $75,000.00. The maximum estimated value of the IDIQ program shall Not-to-Exceed $16,500,000 for the life of the contract. The estimated execution per year for planning purposes is approximately $3,000,000.00; this is NOT guaranteed. Task Orders will typically range from $2,000.00 to $250,000.00, and may involve a variety of trades including but not limited to architectural, mechanical, civil, structural, roofing, demolition, electrical, environmental support, carpentry, roadwork, painting, plumbing, and masonry.

A Pre-Proposal Conference/Site Inspection has been scheduled for June 10, 2018 at 10:00 AM (Eastern Time). Offerors who wish to inspect the proposed work site shall meet with the Government Representatives at the scheduled time and place.

Services for the Base period (and subsequent option periods, if exercised) shall be at the unit prices specified in R. S. MEANS FACILITIES CONSTRUCTION COST DATA, using the Total Cost column, which provides for subcontractor overhead and profit for each individual line item, the sum of which shall be multiplied times the applicable coefficients.

The contractor remains responsible for checking the website regularly for subsequent amendments. One of more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreement.

The procurement will be solicited using source selection procedures as outlined under Part 15. The method is anticipated to result in best value to the Government. The source selection method and criteria upon which offerors will be evaluated shall be outlined in detail in the solicitation. The Government contemplates award of a firm-fixed price construction contract resulting from this solicitation. Individual task order prices will be based on pre-established prices for materials in place contained in the R.S. Means Facility Construction Cost Data book (updated annually) with application of coefficients established as a result of this solicitation.
