8(A) IDIQ CONTRACT FOR DESIGN BUILD / DESIGN BID BUILD CONSTRUCTION PROJECTS AT NORFOLK NAVAL SHIPYARD (NNSY) PORTSMOUTH, VA AND ITS AREA OF RESPONSIBILITY.

This acquisition was awarded sole source to an 8(a) certified firm in accordance with the Small Business Act, Section 8(a), (15 U.S.C. 637 (a)) Business Development Program. This contract action was accomplished using other than competitive procedures because a statue exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, sole source awards under the 8(a) Program.
