Background
The ESS PDT includes Project Engineers, Project Managers, Program Attorneys, Cost Engineers, and Contracting professionals, who work together along with the customer to outline requirements, develop Performance Work Statements (PWS) and issue Requests for Proposal (RFP), resulting in contract awards to qualified contractors offering the best value. The ESS PDT utilizes IDIQ contract vehicles to competitively acquire products and services using streamlined acquisition processes. The ESS VI MATOC vehicle utilizes a pre-qualified pool of contractors that perform to meet USACE and industry standards, in compliance with Unified Facility Criteria (UFC).

Work Details
The calculation of the requested $95M in additional capacity is based on expected ESS requirements for FY22. The ESS VI MATOC IDIQs have a shared capacity of $450M and a five (5) year period of performance with one (1) thirty-six (36) month base period and one (1) twenty-four (24) month optional period.
The initial capacity request of $450M accounted for approximately $85M in obligations per year over a five (5) year period with a five (5) percent contingency factor each year which averaged out to approximately $90M a year. However, unforeseen contract requirements during the five (5) year ordering period have resulted in the need for additional capacity to meet the expected requirements for FY22.

Period of Performance
The ESS VI MATOC IDIQs have a shared capacity of $450M and a five (5) year period of performance with one (1) thirty-six (36) month base period and one (1) twenty-four (24) month optional period.

Place of Performance
The Electronic Security System Services are required worldwide.
