Description

The Naval Air Systems Command (NAVAIR) intends to solicit a proposal from The Boeing Company (TBC) (CAGE 76301) of 6200 McDonnell Boulevard, St. Louis, MO 63134-1939, for Engineering Change Proposal (ECP) 6500, "Incorporation of an Environmental Control System Heater Element on the Avionics Flow Valve Servo Air Supply Line," into the F/A-18E/F and EA-18G aircraft. This effort is for the procurement of an insulated heating element with a thermostat to be installed on the servo air tube upstream of the Avionics Control Valve to mitigate the potential for freezing condensate or ice disrupting valve operation. Freezing condensate/ice buildup may occur within the Servo Air Dryer (SAD) air passageways, the line between the SAD and Avionics Control Valve and/or within the valve itself, resulting in temporary valve failure and subsequent cabin surge and varying degrees of pressure loss. This effort includes production and retrofit non-recurring and recurring engineering and resultant drawings, structural analysis, development of technical documentation (Technical Directive, Technical Publications, and Logistics Product Data), validation kits, verification kits, validation installs and retrofit kits.

This effort is intended to be procured on a sole source basis under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment) and PSC 1660 (Aircraft Air Conditioning, Heating, and Pressurizing Equipment) pursuant to the authority of FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Physical Environment events are the #1 safety issue in the F/A-18E/F and EA-18G Air Vehicle Program and the Environmental Control System is highly complex. As the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations, TBC is the only known responsible source with the necessary technical data, knowledge, experience, and expertise to successfully perform the non-recurring engineering to implement the production and retrofit hardware installations.
