Background
The Federal Emergency Management Agency (FEMA) is seeking to provide surge inbound mail operations to support disaster survivors in submitting correspondence for recovery assistance. This requirement arises from the agency's mission to assist individuals affected by disasters, ensuring they can access necessary resources and support.

The contract aims to facilitate efficient processing of incoming mail related to disaster recovery efforts.

Work Details
The contractor will perform daily mail pickup at the Hyattsville, MD FEMA Recovery Center (RSC) and will be responsible for document preparation, scanning, tracking, filing, and preparation of documents for temporary storage with the National Archives and Records Administration. Additional tasks include translation services, review and splitting of fax documents, printing, inserting, applying postage, and pre-sorting inbound correspondence directed at disaster survivors.

The contractor must provide all management, personnel, services, supplies (excluding Government Furnished Equipment), and facilities necessary for operating an inbound mail processing operation as outlined in the Statement of Work (SOW). This contract specifically enables disaster survivors to submit applications and supporting documentation such as identification, photos, and insurance information to request recovery assistance.

Period of Performance
The contract is expected to be performed over a period that extends through the hurricane season and beyond the current IDIQ expiration date of April 30, 2026.

Bidder Requirements
The contractor must possess unique qualifications necessary for managing inbound mail operations efficiently. This includes having trained personnel capable of handling Personally Identifiable Information (PII), multilingual translators for effective communication with diverse populations affected by disasters, and adequate facilities equipped with necessary mail processing equipment.
