Description

This is a sources sought announcement in accordance with FAR part 10 and FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command, PMS 312- In-Service Aircraft Carriers is conducting market research to determine industry capability and interest with the capabilities necessary to provide non-nuclear fire watch support during the USS John C. Stennis (CVN 74) and USS Harry S. Truman (CVN 75) Refueling Complex Overhaul (RCOH) availabilities. Under this effort, the contractor will provide fire watch personnel to augment the ship's force fire watch division for hotwork accomplished by the shipbuilder. A manning profile will be defined at a later time and will be influenced by the input received under this Sources Sought, but is anticipated to be in the 2,000-4,000 hours/week range. The work will be performed at Huntington Ingalls Industries-Newport News Shipbuilding's (HII-NNS) facility in Newport News during the RCOH, and Naval Station Norfolk prior to the start of the CVN 75 RCOH and after completion of the CVN 74 RCOH.

In addition to using the resulting information from this Sources Sought for determining potential sources for information and planning purposes, the Sources Sought will also be used to assist the Government in determining contract structure and method of procurement.

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, DUNS code, CAGE code, point of contact, address, email address, website address, telephone number, size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort including any limitations or concerns; 3) if significant subcontracting or teaming is anticipated in order to deliver technical capability, briefly address the administrative and management structure of such arrangements. Please limit the total pages submitted to seven (7) pages.

This notice is neither a Request for Proposal or Invitation for Bid. Unsolicited proposals will not be accepted. This notice is issued solely for information and planning purposes and does not constitute a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Information provided in response to this notice will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Responding parties are also advised that all submissions become Government property and will not be returned.

The responding parties are solely responsible for any costs associated with their response. The government will not reimburse any company or any individual for any expenses associated with preparation, submission, or participation in response to this notice.

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.

When to Submit: Responses are requested no later than 45 days (April 22 2022) after posting.
