Description

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 intends to award a sole source contract for the purchase of Improved Point Detection Systems Life-Cycle Replacement (IPDS-LR) and IPDS-LR condensation kit with Bruker Detection Corporation.

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals.

All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company's capabilities.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.

Background
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 intends to award a sole source contract for the purchase of Improved Point Detection Systems Life-Cycle Replacement (IPDS-LR) and IPDS-LR condensation kit with Bruker Detection Corporation. The acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The IPDS-LR system is proprietary to the company Bruker and no one else has rights to build this type of chemical system.

Work Details
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) Chemical, Biological, and Radiological Defense Division, R24 branch is looking to procure IPDS-LR systems and associated hardware for the Naval Fleet. The IPDS-LR shipboard application consists of two Detection Units (DUs), two External Air Sampling Units (EASUs), one Control Display Unit (CDU), and one Remote Display Unit (RDU). The purpose of this Statement of Work (SOW) is to provide quotes for the procurement of IPDS-LR detectors, condensation kits for the IPDS-LR chemical detectors, and on board repair parts for IPDS-LR chemical detector kits. NSWC IHD requires IPDS-LR chemical detector systems, condensation kits for the IPDS-LR chemical detectors, and on board repair (OBR) kits for each IPDS-LR detector. Part numbers are listed below: IPDS-LR system: 800148, IPDS-LR Heater kit: 800691.

Period of Performance
5 year award period from date of award of the contract.

The products will be delivered to CONSOLIDATED STORAGE FAC NORFOLK HUB, INDIAN HEAD REPRESENTATIVE, 9712 VIRGINIA AVE, SUITE 100 BLDG X-132 BAY 36, NORFOLK VA 23511-5000.
