Description

Electric and water services will be provided in accordance with applicable regulations, rules and standards adopted by the Federal, State, and local agencies having regulatory authority. Services may include, but are not limited to, adding new electric and water service accounts, deleting old accounts, relocating service meters, and any other electric or water services required by the Navy and Marine Corps installations served by IID.

The statutory authorities permitting other than full and open competition when only one utility service supplier can provide the required utility services are 10 U.S.C. 3204(a)(1), which provides for the use of other than full and open competition where only one responsible source and no other services will satisfy agency requirements, and Federal Acquisition Regulation (FAR) 6.302-1(b)(3), which applies to acquiring utility services when circumstances dictate that only one utility service supplier can provide the required utility services.

Background
The Department of the Navy, through the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, California, is seeking to negotiate and award a sole source utility service contract with Imperial Irrigation District (IID). This contract aims to provide essential electric and water services to Navy and Marine Corps installations located within IID's franchise area.

The contract is a firm-fixed price agreement valued at approximately $750,000 over a ten-year term, funded by Operations and Maintenance funds.

Work Details
The services to be provided under this contract include:
1. Adding new electric and water service accounts;
2. Deleting old accounts;
3. Relocating service meters;
4. Providing any other electric or water services required by the Navy and Marine Corps installations served by IID.

All services will comply with applicable regulations, rules, and standards set forth by Federal, State, and local agencies with regulatory authority.

Period of Performance
