Update 001: The Government is releasing IMOR RFP Amendment 001 which includes responses to contractor questions from the release of the IMOR RFP. All updated and current documents including a significant change log, Q&A responses, updated SF documents, and updated J attachments can be found in the attachment section of this posting as "IMOR RFP Amendment 001.zip". The due date for submissions has not been extended and offerors are required to return acknowledgement of the amendment via the provided SF30 and SF33.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC)'s IMOR solicitation. The resulting contract will provide Institutional Systems and Central Process Systems (CPS) operations, maintenance, repair, and recertification services.

NASA will conduct this acquisition as a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 561210 Facility Support Services with a size standard of $41.5 million.

This competitive acquisition will result in a Hybrid (Cost-Plus-Fixed-Fee (CPFF)/ Firm-Fixed-Price (FFP)) contract with some IDIQ requirements. The anticipated period of performance is 5 years from October 01, 2022 to September 30, 2027.

The anticipated contract award date is August 01, 2022, with a 45-day phase-in, and an anticipated October 1st, 2022 contract effective date. The contract will be performed primarily at the NASA GRC Facility, with some support to the NASA Armstrong Test Facility (ATF).

Potential Offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation's terms, conditions, provisions in sections L and M take precedence:

  1. NASA GRC appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The attachments section of SAM.gov for the IMOR solicitation identifies some areas where significant changes or clarifications have been made from the Draft RFP to this RFP. This list is not all inclusive nor intended to cover all changes nor describe all RFP requirements. Reminder: Offerors should carefully review the RFP in its entirety.
  2. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, Instructions to Offerors Competitive Acquisition, in particular paragraph (f)(4) which discusses the Government's right to award a contract without discussions.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders' library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at SAM.gov.

Potential Offerors are able to find IMOR related information by entering 80GRC021R0023 into the SAM.gov keyword search and are requested to periodically monitor the websites for updates.

This RFP does not commit NASA GRC to pay any proposal preparation costs, or obligate NASA GRC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the Offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than February 07, 2022 at 4:30 p.m. Eastern Time (ET), Be advised, in accordance with the RFP, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.

In accordance with NFS 1815.201(f), a Blackout Notice will be issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.

NASA GRC does not plan to conduct a Pre-proposal Conference after the release of the RFP, but is offering a comment period for potential offerors. All questions/comments regarding this RFP shall be submitted in writing, electronically to William Barrington, Contracting Officer, at william.l.barrington@nasa.gov on or before January 10, 2020 at 4:30 p.m. ET. This due date is firm and will not be extended or waived, no questions or comments received after this date will receive a response. Please include the document, section, and/or paragraph that the question is referencing. Offerors are encouraged to submit questions as soon as possible for consideration.

Submitted comments and questions shall not contain proprietary markings. NASA will not publicly respond to questions marked as containing confidential, proprietary, competition sensitive, or business information. Questions and responses to the RFP will be separate from and have no bearing on the subsequent evaluation of proposals submitted in response to the RFP. NASA will post answers to questions related to the RFP on a non-attributable basis to SAM.gov.
