Background
The Philadelphia National Cemetery, established in 1862 and listed on the National Register of Historic Places in 1997, is a satellite cemetery within the Washington Crossing National Cemetery Complex. Located at Haines St. & Limekiln Pike, Philadelphia PA 19138, it serves as a final resting place for service members, Veterans, and their families.

The goal of this contract is to ensure that the cemetery grounds are maintained to reflect the nation's respect and concern for those interred there, adhering to strict maintenance standards set by the National Cemetery Administration.

Work Details
The contractor will be responsible for providing comprehensive grounds maintenance services at the Philadelphia National Cemetery. This includes but is not limited to: mowing grass, trimming shrubs and trees, maintaining flower beds, ensuring proper drainage, and keeping pathways clear. All work must be performed with utmost care and respect for the gravesites and headstones.

Specific tasks include:
- Regular mowing and trimming of grass areas.
- Pruning of trees and shrubs as necessary.
- Planting and maintaining seasonal flowers in designated areas.
- Removal of debris and litter from cemetery grounds.
- Ensuring that all maintenance activities do not interfere with scheduled ceremonies or services.
- Adhering to NCA Operational Standards/NCA Handbook 3420 for all maintenance activities.

Period of Performance
The contract has a base period from October 15, 2024, to October 14, 2025, with four one-year option periods extending through October 14, 2029.
