Background
The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is conducting market research to identify potential qualified small business sources for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for electrical discipline Architect-Engineer (AE) Services.
The goal of this contract is to support Navy and Marine Corps electrical generation, transmission, and distribution utility systems, as well as facility-level electrical systems worldwide.
The anticipated maximum amount of work to be issued over the life of the contract is estimated at $90 million.

Work Details
The services expected under this IDIQ contract include:
1. Engineering services such as producing utility and facility system master plans, engineering studies, surveying, field electrical testing, electric load modeling, voltage drop studies, short circuit analysis, arc-flash studies, life cycle cost analysis, and conceptual design.
2. Infrastructure management services including development of processes for inventorying and managing utility assets and condition assessments.
3. Operation and maintenance consultation services involving standard operating procedures development, preventive maintenance plans, operator training, and Geographic Information Systems for utilities.
4. Conceptual design and technical support for electrical substations and distribution systems up to 300 kV.
5. Shore-to-ship power services support for connections up to 15 kV.
6. Advanced Metering Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA), and electrical controls services.
7. Electrification of buildings and Smartgrid technologies support including Electric Vehicle charging technologies.
8. Services related to cybersecurity of electrical systems per Navy standards.

Period of Performance
The anticipated period of performance includes a base period of up to 12 months with four one-year option periods, cumulatively not exceeding 60 months.

Place of Performance
Worldwide within the NAVFAC Atlantic Area of Responsibility.

Bidder Requirements
Bidders must be qualified small businesses including SBA certified 8(a), HUBZone businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Businesses (WOSB), or Economically Disadvantaged Women Owned Small Businesses (EDWOSB).
Bidders must demonstrate capacity and experience in providing the specified AE services.
