Background
NAVFAC Atlantic is seeking to identify potential qualified Small Businesses, including SBA certified 8(a), HUBZone, Service Disabled Veteran-Owned, Women Owned, and Economically Disadvantaged Women Owned Small Businesses.

The goal of this contract is to provide multi-discipline Architect-Engineer (AE) Services for Utility Engineering and related services worldwide. This Sources Sought Notice serves as a market research tool to assess the availability and capability of small business sources before issuing a request for proposal.

Work Details
The contract will encompass a range of Architect-Engineer (AE) services including:
1. Utility Engineering: Producing utility system master plans, conducting engineering studies, surveying and mapping utilities, field testing, hydraulic modeling, recommending treatment and distribution improvements, electric load and demand modeling, arc-flash and safety hazard analysis, relay coordination, life cycle cost analysis, and 1391 documentation and design.

2. Infrastructure Management: Developing processes to inventory utility assets (including cleaning and CCTV inspection of gravity lines), collecting condition ratings, performing risk assessments on utility assets, creating risk-based investment strategies, and capital improvement plans.

3. Operation and Maintenance: Developing standard operating procedures, preventive maintenance plans, operator training programs, process instrumentation drawings for utility systems, and Geographic Information Systems (GIS) for utilities using GPS data collection.

Period of Performance
The anticipated base period of performance is up to 12 months with four one-year option periods that cumulatively will not exceed 60 months.

Place of Performance
Projects will primarily be conducted in the NAVFAC Atlantic Area of Responsibility worldwide.
