Description

Indefinite Delivery/Indefinite Quantity Contract for Architectural and Engineering Work for Petroleum, Oils and Lubricants (POL) Management, Waste/Hazardous Material Management, Toxic Substances Control, and other Environmental Compliance Engineering Support for Navy, Marine Corps, Other DOD Installations and Federal Agencies.

The geographic area covered by this contract encompasses Continental United States (CONUS) and Outside Continental United States (OCONUS) locations at Navy and other DOD installations world-wide.

Background
The contract is issued by NAVFAC Atlantic, which is responsible for providing facilities engineering services to the Navy, Marine Corps, and other Department of Defense (DOD) installations and federal agencies.

The goal of this Indefinite Delivery/Indefinite Quantity (IDIQ) contract is to obtain architectural and engineering support for various environmental compliance tasks related to Petroleum, Oils, and Lubricants (POL) management, waste/hazardous material management, toxic substances control, and other environmental compliance engineering support.

The contract will cover both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations at Navy and other DOD installations worldwide.

Work Details
The contractor will be tasked with providing a range of services including:
1) Petroleum Storage Tank (PST) and Assets Compliance - conducting inventories, inspections, integrity evaluations of pipelines, training tank custodians, developing management plans;
2) Oil Spill Preparedness and Planning Compliance - preparing response plans and conducting drills;
3) Waste/Hazardous Material Management Compliance - managing hazardous waste programs and preparing documentation;
4) PCB/Radon/Lead Based Paint (LBP) and Asbestos Management - conducting technical analyses for compliance.

Additional tasks include: Safe Drinking Water Act compliance, laboratory work for environmental testing, pesticide management, environmental condition assessments for property transactions, sustainability consulting to improve efficiency and reduce waste, air quality compliance activities including permit applications and emissions inventories, environmental management system audits, miscellaneous tasking such as GIS mapping and database management.

Period of Performance
The contract term shall be for a base period of one year beginning at the date of award with four additional one-year option periods.

Place of Performance
The work will be performed at various Navy and DOD installations worldwide.
