Background
The solicitation is for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for multi-discipline Architect-Engineer (AE) services for air compliance services in the Naval Facilities Engineering Systems Command – Atlantic area of responsibility, but may also include work worldwide. The contract will be for a base period of one year and four one-year option periods (if exercised), with a total fee not exceeding $85,000,000.00. The guaranteed minimum for the contract term is $10,000.00. The estimated start date is February 2023. The proposed contract is being solicited as a Total Small Business Set-Aside.

Work Details
The contract requires comprehensive A-E services to various Navy and other Department of Defense (DOD) installations/organizations worldwide in order to meet statutory compliance requirements for all applicable Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards (FGS), DOD, federal, state, local, and installation-specific environmental laws, regulations, and guidance. This includes preparation of studies, plans, specifications, design documents, reports, cost estimates and all associated engineering work related to air quality and Clean Air Act (CAA) compliance, EPCRA Programs, Radon Assessment and Testing, and Lead Based Paint (LBP).

Period of Performance
The ID/IQ contract will be for a base period of one year and four one-year option periods (if exercised). The estimated start date is February 2023.

Place of Performance
The principal geographic area includes the continental United States and Navy Region Europe.
