Modification 02 The pre-solicitation notice issued on June 27, 2025 is modified to include the Contractor's question and Government response (#8). The question and response are provided for information purposes only. There is no change to the response date/time of August 19, 2025, 2:00 p.m. Hawaii Standard Time.

Modification 01 The pre-solicitation notice issued on June 27, 2025 is modified as follows:

  1. To include Contractor's questions and Government responses (#1 - #7). The questions and responses are provided for information purposes only.
  2. The Attachment B, Small Business Subcontracting Plan, has been corrected as follows: 1.a. Total Contract Value $450,000,000; Base Period and Option Year Subcontracting Goals 1.a. Total Contract for the Base Period and Option Periods each at $90,000,000 and Total Periods $450,000,000.
  3. The Synopsis has also been modified (indicated in track changes):
  • Page 8 of 13: under Criterion 6 Submission Requirements, is revised to delete (certificates are not included toward the overall page count)
  • Page 5 of 13: under Criterion 2 Submission Requirements, SF330, Part I,

Background
The Naval Facilities Engineering Systems Command, Pacific is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer (A-E) services. The contract supports various structural and waterfront projects under the Shipyard Infrastructure Optimization Program (SIOP) and other projects. The goal is to procure highly qualified firms to perform necessary engineering services worldwide, with a total fee not exceeding $450 million.

Work Details
The A-E services required under this contract include:

- Execution and delivery of Military Construction (MILCON) project documentation (DD Form 1391);
- Conducting 1391 Charrettes and Design Charrettes;
- Developing Design-Build (DB) Request for Proposal (RFP) and Design-Bid-Build (DBB) design contract documents;
- Performing technical surveys and reports such as concept and engineering studies, engineering modeling, site investigations, topographic surveys, geotechnical investigations, hazardous material surveys, munitions of explosive concern surveys, hydrographic surveys;
- Preparing construction cost estimates;
- Creating Collateral Equipment Buy Packages;
- Providing Comprehensive Interior Design including Structural Interior Design and Furniture, Fixtures, and Equipment;
- Offering Post Construction Award Services.

Period of Performance
The contract will have a base period of one year with four one-year option periods if exercised. The estimated start date is June 2026.

Place of Performance
The work will primarily be performed at locations under the cognizance of Naval Facilities Engineering Systems Command, Pacific but may also include work worldwide.
