Subject: IDEMIA ID-One PIV 2.4.1 on Cosmo v8 Cards

Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Idemia America Corp, located at 296 Concord Rd Ste 300, Billerica, MA, 01821. The purchase order will specifically procure 1600 Personally Identifiable Verification (PIV) test cards for identity credentialing used in the development of applications and middleware that support the PIV card at NIST. The PIV cards shall be delivered within 12 weeks after contractor receipt of order. The purchase order will also include one option for increased quantity to procure 1600 additional PIV test cards if exercised by the Government.

Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334290 Other Communications Equipment Manufacturing, with a small business size standard of 750 employees.

Sole Source Determination
The sole source determination is based on the following:

NIST requires FIPS 201 certified cards in accordance with NIST SP 800-73-4 (Interfaces for Personal Identity Verification) and NIST SP 800-78-4 (Cryptographic Algorithms and Key Sizes for Personal Identity Verification). This acquisition is needed to support NIST Special Database 33 for PIV Test Cards. The PIV cards required need to be personalized with software capable of generating the data to be loaded onto the cards. No other vendor was identified as capable of providing NIST with PIV cards that meet NIST specifications along with the software needed to generate the data to be loaded onto the cards.

This is a follow-on requirement to complete research efforts for an on-going project. PIV cards were ordered for initial research via purchase order 1333ND20PNB770782 with Idemia America Corp (IDEMIA). This order included specific set up, design, and layout software to be loaded onto the PIV cards that cannot be replicated by any other contractor; the personalization software is proprietary to IDEMIA and this specific personalization is required to complete the on-going research project. Only IDEMIA is capable of providing the new cards required.
