LIMITED SOURCES JUSTIFICATION AND APPROVAL FOR FEDERAL
SUPPLY SCHEDULES (FSS) ORDERS
FAR 8.405-6(b)
IdeaScale
This acquisition is conducted under the authority of the Multiple Award Schedule
Program.
(i) Identification of the agency and the contracting activity and specific
identification of the document as a limited source justification.
Contracting Activity: General Services Administration (GSA), Internal
Acquisition Division, Washington, DC
Agency: Office of Govermentwide Policy (OGP)
Document Type: Limited Sources Justification, "IdeaScale"
(ii) Nature and/or description of the action being approved.
The statutory authority permitting other than full and open competition is
implemented by FAR 8.405-6. The rationale for this justification is based on
FAR 8.405-6(b), which pertains to limiting sources for items peculiar to one
manufacturer.
Contemplated Contract Type: A firm fixed-price task order under the
GSA Multiple Award Schedule (MAS) program.
Proposed Approach under Consideration: This is a brand name
requirement for SecureAuth. The current procurement is required to
support secure communication when GSA users dial in remotely to the
network.
(iii) A complete description of the supplies and/or services required to meet
the agency's needs.
Description of Service: IdeaScale License and Services
Period of Performance: 1 year from the date of award, with four (4)
one year option periods
Estimated Cost: $394,347.07
(iv) An identification of the LSJ rationale, and if applicable, a demonstration
of the contractor's unique qualifications to provide the required supply
or service.
FAR 8.405-6(b) - Items peculiar to one manufacturer. An item peculiar to
one manufacturer can be a particular brand name, product, or a feature of
a product, peculiar to one manufacturer. A brand name item, whether

available on one or more schedule contracts, is an item peculiar to one
manufacturer.
The Office of Executive Councils manages the Office of Management and Budget's
(OMB) executive councils - Performance Improvement Council, Chief Acquisition
Officers Council, Chief Financial Officers Council, Chief Information Officers Council
and the Presidents Management Council. These Councils require soliciting outside
comments on current challenges the government faces in many of the program areas it is
responsible for: Acquisition, Finance, Information Technology, and Performance
Improvement. The Councils require a solution to obtaining feedback from both
individuals in the government (Federal, State, Local, and Foreign) and the private sector.
This requirement in ongoing and will be required for the next 5 years.
To facilitate feedback, an online platform will be required beginning in May of this year
to allow interested parties to submit ideas, comment on others ideas, respond to questions
posed by moderators, and vote to indicate which ideas they think are most promising and
impactful.
In order to support this effort, the Councils will acquire the IdeaScale tool set, and an
appropriate level of tool and tool use training, to enable the development and launch of
this data collection, analysis, and reporting capability.
The Councils also desires to acquire additional support through access to vendor supplied
consultative support, and or additional product training, to provide analytical support to
iterative data collection, analysis and reporting efforts in these, or other,
campaign/conversation areas which may arise over the term of this data analysis and
remediation effort.
(v) A determination by the ordering activity Contracting Officer that the
order represents the best value consistent with FAR 8.404(d).
The Contracting Officer will compare the contractor's pricing against
competitor quotes and pricelists on the GSA Schedule. GSA schedule
pricelists have already been determined fair and reasonable, but the
contracting officer will review all the pricing received and make the award
to the vendor that represents the best value.
(vi) A description of the market research conducted among schedule holders,
and the results of the research, or a statement why market research was
not conducted. A statement must be made that the supplies and services
are available from the FSS.
GSA Advantage was searched, and the licenses are available from one small
business vendor.
(vii) Any other facts supporting the limited source justification.

(viii) A statement of the actions, if any, the agency will take to remove or
overcome any barriers that led to restricted consideration before any
subsequent acquisition for supplies and services is made.
This justification will be posted on eBuy alongside the Request for Quote
(RFQ).
(ix) The ordering activity Contracting Officer's certification that the
justification is accurate and complete to the best of the Contracting
Officer's knowledge and belief.
By signing the justification the Contracting Officer certifies that the facts and
statements made are accurate and complete.
(x) Evidence that the supporting data is the responsibility of technical or
requirements personnel (e.g. verifying the Government's minimum needs
or requirements or other rational for limited sources) and which form a
basis for the justification have been certified as complete and accurate by
technical/program personnel.
Both the technical and requirements personnel are required to certify each
justification as to its accuracy and completeness.
