Description

See Attached Limited Sources Justification. The USCG requires an effective software platform/forum to provide idea crowdsourcing capabilities. The solution must facilitate the launch and hosting of unlimited targeted challenges (i.e. problem statements) and subsequent submission and discussion of ideas by and feedback from the USCG community both on and off the Coast Guard Data Network (CGDN). The required solution must include the ability to launch and host crowdsourcing campaigns and campaign activities, and provide moderation tools, post-challenge summary, data analysis, and idea selection. The USCG requires a software as a service (SaaS) provider capable of supporting up to 50,000 USCG users with an indefinite quantity of challenges, campaigns, and submissions. The USCG also requires that the SaaS provider incorporate the required information security controls for and provisions for Controlled Unclassified Information (CUI) content. Security for this cloud-based solution must comply with Office of Management and Budget security directives for Cloud Service Providers (CSP), and security requirements prescribed by the National Institute of Science and Technology (NIST) under authority of the Federal Information Security Management Act (FISMA). The CSP must adhere to all Federal Risk and Authorization Management Program (FedRAMP) security controls at the moderate level. The USCG will use the FedRAMP security control requirements for granting security authorizations for cloud services. The CSP is responsible for implementing the FedRAMP security controls and must use a FedRAMP approved third party assessor to independently validate and verify that they meet the FedRAMP requirements. The USCG's security accreditation of the CSP's cloud solution is dependent upon independent validation and verification that FedRAMP security control requirements have been met. Additionally, the solution must comply with Section 508 Standards for Information and Communications Technology (ICT).
