ID-Kooskia NFH-Restroom Replacement

Background
The U.S. Fish & Wildlife Service (FWS), Region 1, is issuing a solicitation for the replacement of the existing restroom building at the Kooskia National Fish Hatchery. The goal of this contract is to provide a new pre-cast, ABA compliant restroom building that meets current standards and requirements.

The hatchery is located near the Clearwater River in Kooskia, Idaho, approximately 75 miles east of Lewiston and 220 miles north of Boise.

Work Details
The contractor will be responsible for the following tasks:
1) Remove the existing restroom building, including terminating and capping utilities for reuse;
2) Pump out the existing septic tank (approximately 1,000 gallons) and provide a service report;
3) Supply and install a pre-cast double restroom building that is ABA compliant, connected to existing utilities, with necessary civil improvements;
4) Optionally provide hook-ups for two RV parking spots with electric and water connections.

The new restroom must include features such as paper towel dispensers, sanitary napkin receptacles, signage for non-potable water, and a frost-free hose-bib.

Period of Performance
The contract performance period is from August 31, 2026, to October 31, 2026.

Kooskia National Fish Hatchery, located at 318 Toll Road, Kooskia, ID 83539.

Bidder Requirements
Bidders must be small business concerns as this solicitation is set aside for small businesses. Contractors are required to submit performance and payment bonds within ten calendar days after award. The contractor must have at least ten years of experience in packaged precast restroom building engineering and installation. Additionally, contractors must provide a completed submittal package from the proposed building supplier with their price proposal.
