The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC), Office of the Chief Information Officer, (OCIO), Solutions Development Directorate (SDD), Research Library and Information Services (RLIS) intends to award a sole source purchase order to iCYLON LLC, 1645 Irvin Street, Tysons Corner, VA 22182 for iCYLON Subscription Service. This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-06, the North American Industry Classification System (NAICS) is 519290 with a business size standard of 1,000 employees. A quote is being requested under solicitation no. 70RTAC24Q00000098 using Simplified Acquisition procedures. This will be a Firm Fixed Price contract for a 12-month base period with two twelve (12) month option period. Based on DHS market research, it has been determined that iCYLON is the only source to meet DHS requirement and no other supplies or services will satisfy the agency requirements. The iCYLON, LLC is the only company that can provide integrated access to research information that is not available in any similar scope. iCYLON holds exclusive patent, trademarks, proprietary process, and intellectual property rights to Mercury Draw (MD) Exquisite Graph-as-a-Service (GaaS). The proposed contract action is for iCYLON Subscription Service which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). This notice is not a request for competitive proposals. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commercial items (Sep 2023), FAR clause 52.212.-2, Evaluation Commercial Products and Commercial Services (Nov 2021) and FAR 52.212-4 Contract Terms and Conditions Commercial Products and Commercial Services (Nov 2023). The following clauses and provisions are incorporated in full text: FAR 52.212-3 Offeror Representations and Certifications Commercial Products and Commercial Services (May 2024) and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Products and Commercial Services (May 2024). A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government.
