ICIDS Alarm System Preventative Maintenance   2

Background
The 418th Contracting Support Brigade has a requirement for services and preventative maintenance to maintain all components of the Integrated Commercial Detection System; version IV (ICIDS-IV) system utilized throughout the Fort Bliss Military Reservation.

The Directorate of Emergency Services (DES) Physical Security Division at Fort Bliss, Texas, provides ICIDS maintenance and monitoring services to support home station and tenant organizations in meeting Army regulatory requirements. These services ensure continuous operational monitoring and compliance with the Army Physical Security Program (AR 190-11) and the Army Information Security Program (AR 380-5).

The primary objective is to maintain persistent surveillance and timely detection of unauthorized intrusions.

Work Details
The Contractor shall independently furnish all personnel, equipment, transportation, tools, materials, supervision, and other resources necessary to perform scheduled and unscheduled maintenance, continuous operational monitoring, repairs, and upgrades for the Integrated Commercial Intrusion Detection System (ICIDS).

Tasks include:
1. Scheduled maintenance every six months including troubleshooting, repairs, upgrades, cleaning, testing of RADC panels and associated sensors;
2. Scheduled customer service initiated by Government requests;
3. Unscheduled maintenance upon Government request;
4. Removal of obsolete components;
5. Installation of components to reactivate zones;
6. Continuous monitoring of zone operability ensuring uninterrupted government surveillance capabilities;
7. Emergency response within two hours for critical system failures.

Period of Performance
Base Year: April 1, 2026 - March 31, 2027; Option Year I: April 1, 2027 - March 31, 2028; Option Year II: April 1, 2028 - March 31, 2029; Option Year III: April 1, 2029 - March 31, 2030; Option Year IV: April 1, 2030 - March 31, 2031.

Place of Performance
Fort Bliss Military Installation including East Fort Bliss TX, Dona Ana NM, Oro Grande NM, and McGregor Range NM.
