Description

NASA GSFC has a requirement for the continuation of mission operations supporting NASA's ICE, Cloud, and land Elevation Satellite (ICESat-2) mission.

NASA/GSFC intends to issue a sole source contract to acquire the services from Northrop Grumman Space Systems (NGSS) in Dulles, Virginia for ICESat-2 spacecraft mission operations support. This procurement action will require NGSS to continue to provide mission operations engineering expertise necessary to maintain spacecraft health and safety and resolve in-flight spacecraft anomalies. NGSS will provide mission operations support for the ICESat-2 mission as required. ICESat-2 is currently in-flight and utilizes NGSS developed spacecraft subsystems.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Andres Castro at andres.c.castro@nasa.gov not later than 3PM EST on November 25, 2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
