Description

The United States Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) is issuing this request for information (RFI) in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify possible detention facilities to house noncitizens in support of its public safety mission under the authority of the Immigration and Nationality Act (INA), as amended. See attached RFI document for further informaiton.

Background
The United States Department of Homeland Security (DHS), specifically the U.S. Immigration and Customs Enforcement (ICE), is issuing this Request for Information (RFI) to identify potential detention facilities for housing noncitizens and immigration violators. This initiative supports ICE's public safety mission under the authority of the Immigration and Nationality Act (INA).

The RFI aims to gather market information for planning purposes and to develop strategies that meet the agency's requirements. It is important to note that this RFI is solely for informational purposes and does not constitute a request for proposal or a commitment to issue one in the future.

Work Details
ICE seeks available detention facilities capable of housing single adult populations (both male and female) across several geographic areas, including Arizona, New Mexico, Washington, Oregon, and Northern California. Facilities must be within a two-hour surface commute of an ICE field office or sub-office. Interested parties can submit multiple facilities for each field office.

The facilities should provide all necessary infrastructure, services, equipment, and personnel to ensure a safe and secure environment for ICE noncitizens, adhering to ICE Performance Based National Detention Standards 2011. Specific requirements include:
- Approximately 850 to 950 detention beds per field office, with 15%-20% allocated for females.
- Facilities must accommodate low to high-level security classifications.
- Dedicated dorms or special housing units for medium-high and high custody classifications.
- Segregation units, infirmaries, and access to general acute hospital care including emergency services.
- Preference for dedicated facilities solely for ICE use but will consider shared facilities if separation from other detained populations is maintained.

Responses should include detailed facility information such as ownership, operator details, capacity breakdown by gender and classification, medical capabilities, visitation areas, outdoor recreation space, photographs of the facility, availability timeframe for ICE use, and local transportation access.

Place of Performance
Detention facilities are sought in proximity to ICE field offices located in Phoenix (AZ), El Paso (NM), Seattle (WA), and San Francisco (CA).
