ICE/HSI Hosting Support Services

Background
The U.S. Department of Homeland Security (DHS), specifically the Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ) Information Technology Division (ITD), is issuing a Request for Quote (RFQ) for Hosting Support Services for the Intellectual Property Rights Center (IPR Center).

The IPR Center plays a critical role in combating global intellectual property theft by leveraging the expertise of its 25 member agencies to share information, develop initiatives, coordinate enforcement actions, and conduct investigations related to IP theft and trade enforcement. This contract aims to support these initiatives and enhance the capabilities of the IPR Center in protecting public health, safety, and the U.S. economy.

Work Details
The contractor will provide hosting support services that include:
1) Investigation - Identifying, disrupting, prosecuting, and dismantling criminal organizations involved in counterfeit product distribution;
2) Interdiction - Targeting and inspecting to prevent counterfeit goods from entering U.S. markets;
3) Outreach and Training - Offering training for law enforcement to strengthen enforcement capabilities globally.

Additionally, the contractor will support the ICE/HSI/GTID Commercial Fraud program by addressing vulnerabilities related to commercial imports based on false statements. The work will also involve managing Operation In Our Sites (IOS), which targets internet domains distributing infringing goods and redirects users to educational resources about counterfeiting.

Period of Performance
The anticipated period of performance includes a twelve (12) month base period from September 23, 2024 through September 22, 2025, with two additional twelve (12) month option periods extending through September 22, 2027.

Place of Performance
The place of performance will be at the Contractor Site.
