ICE Facility Condition Assessments

Background
The U.S. Immigration and Customs Enforcement (ICE) is seeking to conduct Facility Condition Assessments (FCA), Facility Condition Indexes (FCI), and Real Property Inventory information and related services for ICE-owned facilities.

This initiative aims to assist ICE in defining future financial liabilities and planning for the maintenance, upgrade, repair, and replacement of building components to extend the life expectancy of these assets. The contract emphasizes a partnering relationship between ICE and the contractor to achieve shared goals through effective communication and proactive management.

Work Details
The contractor shall provide technical architectural engineering expertise, management, supervision, labor, materials, equipment, and supplies necessary for conducting Real Property Inventories and Facility Condition Assessments at various ICE locations.

Specific tasks include:
1. Conducting comprehensive assessments of facility conditions to determine maintenance needs.
2. Developing Facility Condition Indexes to evaluate the overall condition of facilities.
3. Compiling Real Property Inventory information.
4. Ensuring compliance with American Correctional Association (ACA) Standards and Performance-Based National Detention Standards 2011 (PBNDS 2011).
5. Scheduling work to minimize disruption to normal government operations, including accommodating regular detainee population counts.
6. Proactively monitoring all aspects of work, identifying deficiencies, and implementing corrective actions without reliance on government oversight.

Period of Performance
The estimated period of performance for this contract is from September 30, 2025, to September 29, 2027.

Place of Performance
The contract will be performed at multiple locations including facilities in Broadview, IL; Honolulu, HI; Florence, AZ; Los Fresnos, TX; Batavia, NY; Miami, FL; El Paso, TX; Aguadilla, PR; St Thomas USVI; El Centro, CA; St Croix USVI; Vieques PR; San Juan PR; Huntsville, TX; Ft Benning, GA; and Oakdale, LA.
